The Keel was originally built between 1991 and 1993 by PSA Projects of Birmingham as offices for HM Customs and Excise. Commencing in 2011 it was converted to residential use with 240 apartments. It spans the former Queen's Graving Dock.
Boilermaker worker sculpture is one of two which stands outside of The Keel over looking the River Mersey designed by Diane Gorvin
